摘 要:数字经济促进了生产力的发展,引起了劳动力就业模式的变化:劳动力市场出现极化现象,中等技能的工作岗位下降,工资收入低、社会保障程度差的临时性任务性平台就业成为新增就业的主要形式。传统的社会保障体系并不能完全适应数字经济就业模式的变化,出现社会保险覆盖面较小、责任主体难以落实、保险资金筹措困难等问题。在如何完善社会保障体系问题上,存在多种替代性方案,如基本收入保障、政府提供工作机会、弹性安全、普遍性服务等,但每一种方案都有其内在局限性。社会保障制度的改革方案的选择应当在国情基础上,力求实现社会保障的全面性、充分性、可持续性,服务于经济的高质量运行。The digital economy promotes the development of productive forces and makes labor employment pattern change.The labor market is polarized,the employment of medium skill declines,and the temporary and task-oriented platform employment with low wage income and poor social security becomes the main form of new employment.Traditional social security system cannot fully adapt to the changes of employment patterns in the digital economy,resulting in problems such as small coverage of social insurance,and difficulty in implementing the responsibility subjects and raising insurance funds.There are various alternatives to improving the social security system,such as basic income,government-created jobs,flexible security and social investment.But each resolution has its inherent limitations.The choice of the reform plan of the social security system should be based on the national conditions and strive to realize the comprehensiveness,sufficiency and sustainability of the social security system so as to serve the high-quality operation of the economy.
