科技企业孵化器发展绩效研究——基于多层次可拓模型的实证分析

摘　　要：在国家推崇科技创新、鼓励双创的浪潮下,对科技企业孵化器发展情况进行科学评价显得尤为必要与迫切。本文针对科技企业孵化器绩效评价问题,引入多层次可拓模型,结合江苏省科技企业孵化器评价指标体系进行了实证分析。研究结果表明:以孵化器的自身建设、服务能力、孵化绩效、社会贡献4个维度为视角,应用可拓学模型可有效地对其建设及工作绩效进行定性和定量相结合的综合绩效评价。据此,本文提出提升我国科技企业孵化器发展水平的建议:聚焦孵化器专业方向,形成产业链集聚,实现孵化服务方式从粗放型向集约型转变;构建孵化联合体,通过孵化器内涵建设,营造创新生态环境;建立核心绩效指标体系,彰显社会影响力。Under the trend of promoting scientific and technological innovation and encouraging mass entrepreneurship and innovation,it is necessary and urgent to have scientific evaluation on the development of science and technology business incubator.As to the performance evaluation on the science and technology business incubator,this paper introduces the analytic hierarchy process and extension model to have the empirical analysis on the evaluation index system with the combination of science and technology business incubator in Jiangsu Province.The result shows that from the perspectives of self-construction,service ability,incubation performance,and social contribution of incubator,the extension model can effectively have comprehensive performance evaluation with the integration of quantity and quality on the construction and work performance.Accordingly,this paper puts forward some suggestions to improve the development level of technology business incubator in China:focusing on the professional direction of incubator,and forming industrial chain agglomeration to realize the transformation of incubating service from extensive mode to intensive mode;constructing the incubator consortium,and creating an innovative ecological environment through the construction of incubator connotation;establishing the core performance indicator system to highlight social influence.
