摘　　要：农业转移人口市民化困境是我国经济社会发展长期积累且难以回避的现实矛盾,户籍门槛仅是矛盾表面,更为深层的原因在于行业发展非均衡和地域发展非均衡形成的长期社会福利分配不均,仅靠削平户籍门槛并不能完全实现利益均等化目标。加速农业转移人口市场化进程,进一步释放市场力量,实现人力要素优化配置和推进农业转移人口的市民化进程,调整优化户籍制度改革时序设计,让市场本身去寻找和调整“规模经济”与“规模不经济”边界;打破仅以学历筛选为导向的落户政策,让农业转移人口也成为城市生产和价值创造的主力军,是当前决策亟需考量的现实问题。The dilemma of citizenization of agricultural transfer population is a practical contradiction that has been accumulated for a long time in China's economic and social development and is hard to avoid in reality.The household registration threshold is only the surface of the contradiction,and the underlying causes lie in the uneven distribution of social welfare formed by industry imbalance and regional imbalance over a long period of time.We cannot fully achieve the goal of equalization of interests only by flattening the household registration threshold.We should accelerate the marketization process of agricultural transfer population,further release market forces,optimize the allocation of human resources and promote the process of citizenization,optimize and adjust the timing design of household registration system reform,let the market find and adjust the boundary between"economies of scale"and"diseconomies of scale".We should break the settlement policy guided by academic qualifications screening,and allow the orientation of transforming agricultural migrant population into urban workers and value creators to become the mainstream of policy-making,which is a realistic issue that needs to be considered urgently in current decision-making.
