摘  要:零星贩毒是联结毒品供给市场与消费市场的重要环节,信息化背景下零星贩毒在犯罪空间、通信方式、支付方式和交付方式等方面均呈现出新的特点。零星贩毒案件的跨时空性、信息化侦查手段的不足、新兴产业毒品防范的薄弱、毒品交易渠道的虚拟化等,增加了公安机关侦破零星贩毒案件的难度。建立高效的情报信息系统,加强对信息化侦查方式的应用,注重互联网痕迹和手机通信信息的分析,加强行业部门间的合作,不断完善新兴产业禁毒工作的体系建设,进一步强化物流寄递渠道的毒品查缉力度,有助于信息化背景下零星贩毒案件的侦破工作。Sporadic drug trafficking is an important alternative linking the drug supply market and the consumer market.Under the background of informatization,sporadic drug trafficking shows new characteristics in terms of crime space,communication methods,payment patterns and delivery methods.Public security organs are having difficulties detecting these cases due to the spatio-temporal nature of sporadic drug trafficking cases,insufficient use of IT in detection,weak drug prevention measures in emerging industries and the virtualization of drug trading channels.This paper contends establishing efficient information systems to strengthen the application of IT in detection and attach importance to the analysis of internet traces and mobile phone communication information,strengthening cooperation between industries and departments,improving the system construction of drug control in emerging industries,and further strengthening the drug detection and seizure efforts in logistics delivery channels to assist the detection of sporadic drug trafficking cases under the background of informatization.
