转型时期兵团戍边城镇(市)的建设特征、挑战和规划应对——新疆第四师可克达拉市的案例

摘　　要：在国家安全战略的大背景下,兵团戍边城镇(市)“小城不小”,肩负着国家赋予的重要使命。文章基于对兵团城镇(市)在城镇规模、产业经济、发展动力、城市建设、城镇管理等方面特征问题的解析,剖析了兵团在“屯垦戍边”向“建城戍边”转型过程中,规划建设要兼顾基本使命和发展要求,稳固边境人口活力、强化内生驱动产业、重视空间品质,以及突出兵地融合协调治理;提出了新时期编制兵团新镇(城)规划在理念性、整体性和行动性上要与时俱进、整体统筹。在此基础上,结合新疆维吾尔自治区第四师可克达拉市的规划实践,提出相对均衡的城镇空间格局、生态优先的绿色发展模式、内外力双驱的产业体系、人本导向的精致规划、互补发展的兵地融合、面向实施的行动框架等规划策略,以期能为转型发展时期的兵团城镇(市)的规划编制提供研究借鉴。In the context of the national security strategy,the town(city)of the corps is'small city but not small'.It takes charge of the strategic mission entrusted by the state.This paper analyzes the characteristics and challenges of the corps town(city)during the transitional period from'Reclamation and Garrison'to'Building-city and Garrison',including ecological environmental protection,internal and external forces,military coordination,urban space,population size of urbans and towns,planning and construction,etc.The paper also points out the corps town(city)planning in the new times should be kept pace with times and overall planning.Based on the practical experiences of Cocodala,the paper prospects six strategies,including the development mode of green ecology,the industrial system of internal and external forces,the integration of corps cities and local cities in a winwin cooperation,the relatively balanced space pattern,the planning concept of'human-oriented orientation',and the action framework of time-sharing division,hoping to provide reference for other new corps town(city)planning.
