摘　　要：2018年5月,国家卫健委医政医管局发布了《关于开展制定医院章程试点工作的指导意见》,要求到2020年,全国所有医院都要完成章程制定工作。文章分析了公立医院章程制定的必要性、章程的内涵和制定程序,提出了地方政府和公立医院尽快推进落实的建议。"Instruction on Implementing The Pilot of Formulating Hospital Constitution" has been enacted by National Health Commission in May 2018, which required all the hospitals nationwide to accomplish the constitution formulation. The necessity of formulating constitution, connotation and formulation procedure of the constitution were analyzed. Based on which, some suggestions were put forward to promote the implementation as quickly as possible for local government and public hospitals.
