中国科技期刊出版模式研究——基于“农业化”与“工业化”办刊模式的分析

摘　　要：借用农业化、工业化的分析框架,分析我国科技期刊出版过程中存在的问题及成因。当前,我国的科技期刊在出版思维、出版模式等方面相比西方发达国家不够开放,缺乏足够的分工与合作,从而形成类似于“小农经济”的“农业化”办刊模式。面对西方出版公司“工业化”期刊出版模式的冲击难以招架,而西方的规模优势和管理优势难以招架。虽然国内一些单位也在学习西方的这种“工业化”的办刊模式,但是,依靠这种模式很难实现对西方出版巨头的超越。所以,我们需要尝试期刊出版领域的颠覆式创新,同时借助技术和数据等技术手段,力求在期刊出版领域开创一条全新的赛道,拉近与西方出版巨头的差距并力求超越。要实现这一目标,我们就要在期刊管理机制方面进行改革,逐步消除“农业化”期刊出版模式的残留和影响,在充分学习西方“工业化”期刊出版经验和优点的基础上,借助信息化的浪潮,创造出属于中国科技期刊的新时代。Based on the analysis framework of agriculture and industrialization,this paper analyzes the problems and causes in the process of publishing STM journals in China.At present,compared with the western developed countries,China’s STM journals are not open enough in terms of publishing thinking and publishing mode,and lack of sufficient division of labor and cooperation,thus forming a“agricultural”publishing mode similar to“small-scale peasant economy”.Facing the impact of the“industrialized”periodical publishing mode of western publishing companies,it is difficult to resist the impact of the western scale advantage and management advantage.Although some domestic units are learning from the western“industrialized”publishing mode,it is difficult to surpass the western publishing giants by relying on this mode.Therefore,we need to try the subversive innovation in the field of journal publishing.At the same time,with the help of technology and data,we should strive to create a new track in the field of journal publishing,narrow the gap with western publishing giants and strive to surpass.In order to achieve this goal,we must reform the periodical management mechanism,gradually eliminate the residue and influence of the“agricultural”periodical publishing mode,and create a new era of Chinese STM Journals by fully learning the experience and advantages of western“industrialized”journals and with the help of the tide of informatization.
