摘  要:为解决疫情防控期间,由于各级政府对企业复工复产情况采用繁琐的逐级统计上报数据方式,出现因统计人员不足、数据来源不一、统计口径不一,导致上报统计数据失真等问题,避免出现因统计数据的不完整、不准确,严重影响政府复工复产政策的制定以及企业复工复产审批效率。本文通过提取企业日均用电量、企业复工日均用电量、行业特性等电网公司用户电量特征变量数据,结合疫情风险以及各行业上下游产业链等因素,应用K-means聚类分析算法,构建复工用户判别、复工企业电力指数等应用模型及具有时效性的企业复工复产指标体系与应用支撑平台,实时数据提取、模型构建、多维分析,精准定位、准确识别企业复工复产情况以及因疫情影响带来的企业运营风险及问题。During the period of epidemic prevention and control,due to the cumbersome way of reporting data level by level for the resumption of work and production of enterprises by governments at all levels,there are problems such as insufficient statisticians,different sources of data and different statistical caliber,which leads to the distortion of reported statistical data,so as to avoid incomplete and inaccurate statistical data,which will seriously affect the formulation of the government’s return to work policy and enterprises examination and approval efficiency of resumption of work and production.In this paper,by extracting the power consumption characteristic variable data of power grid companies,such as average daily power consumption of enterprises,average daily power consumption of enterprises returning to work,industry characteristics and other factors,combined with the epidemic risk and the upstream and downstream industry chain of various industries,the K-means clustering analysis algorithm was applied to build application models such as the user identification of resumption of work,the power index of resumption of work enterprises,and the timeliness index system of resumption of production application support platform,real-time data extraction,model construction,multi-dimensional analysis,accurate positioning,accurate identification of the situation of enterprises returning to work and the operation risks and problems caused by the epidemic situation.
