摘　　要：自然资源资产改革涉及各方利益调整和信任关系的重构,立足改革目标和现实难题,构建平等、互惠和公正为基础的信任合作机制是自然资源改革的重要基石。“生态银行”发挥中间平台信息调查、资源监管和信用保障功能,提供了信任合作新范式,促进自然资源多元增值,为自然资源资本化提供了新的理论视角和经验支持。从立法、行政、经济方面完善法律配套,加强信用监管,运用综合措施治理,对于夯实信任合作关系,推进自然资源资产改革持续深入有积极作用。The asset reform of natural resources involves the adjustment of the interests of all parties and the reconstruction of the trust relationships.Grounded on the reform objectives and practical difficulties,the construction of a trust and cooperation mechanism based on equality,reciprocity and justice is an important cornerstone of natural resources reform.The“Ecological Bank”gives full play to its functions of information investigation,resource supervision and credit guarantee as an intermediate platform,demonstrates a new paradigm of trust and cooperation,promotes the pluralistic increase in value of natural resources,and provides a new theoretical perspective and empirical support for the capitalization of natural resources.Improving the legal support from the legislative,administrative and economic aspects,strengthening credit supervision and using comprehensive measures will play a positive role in tamping the relationship of trust and cooperation and promoting the continuous and deepening asset reform of natural resources.
