摘　　要：中国经济已由高速增长阶段转向高质量发展阶段,因此科学衡量发展质量,对中国经济发展质量作定量分析,显得尤为重要。本文从分析经济发展质量的内涵出发,从经济发展基本面、社会成果、资源与环境三个维度,采用主成分分析法构建了由15个基础指标构成的经济发展质量指数(QGI)。中国30个省、市、自治区1998—2017年经济发展质量的测算结果表明,在总体层面中国经济发展质量整体是稳步提高的,但是各地区之间的经济发展质量水平却存在很大差异。经济发展质量的影响因素研究结果表明,金融发展、创新水平、财政支出、行政管理费用支出等对经济发展质量有显著的促进作用,而财政负担、腐败程度对于经济发展则具有负向影响。China’s economy has shifted from a high-speed growth mode to a high-quality development mode.Therefore,it is particularly important to scientifically measure the quality of development and quantitatively analyze the quality of China’s economic development.This article starts from analyzing the connotation of the quality of economic development,and uses the principal component analysis method to construct an economic development quality index(QGI)composed of 15 basic indicators from the three dimensions of economic development fundamentals,social outcomes,resources and environment.The measurement results of the economic development quality of China’s 30 provinces from 1998 to 2017 show that the overall quality of China’s economic development has steadily improved,but the quality of economic development between regions has great differences.In addition,this paper examines the factors that affect the quality of economic development.The results show that financial development,innovation levels,fiscal expenditures,and administrative expenditures have a significant role in promoting the quality of economic development,and fiscal burden and the degree of corruption have a negative impact on economic development.
