摘　　要：受规模等因素制约,基层需要通过代表进行协商,因此,如何保障基层协商中的代表权有效实现成为关键。泽国镇民主恳谈会的实践表明:协商代表的描述机制、行为机制与责任机制是基层协商代表权有效实现的重要机制。其中,描述机制是前提,是基层协商代表权有效实现的充分条件;行为机制是核心,责任机制是保障,二者是基层协商代表权有效实现的必要条件。同时,正确处理好群体差异性、内在排斥性与协商问责制,是深化基层协商代表权有效实现的核心问题。最后,泽国镇民主恳谈会在代表权有效实现机制方面的有益探索,对西方协商系统理论发展与回应西方对中国"协商权威主义"的偏见具有重要价值。Restricted by scale and other factors,the grassroots need to negotiate through representatives.Therefore,it is a key issue to ensure the representation right is effectively realized in grassroots consultation.The practice of the Zeguo Town Democratic Conference has shown that the description mechanism,behavior mechanism,and responsibility mechanism of the consultation representatives are important mechanisms for the effective realization of grassroots representation right.Among them,the description mechanism is the prerequisite and sufficient condition for the effective realization of grassroots representation right,with the behavior mechanism the core and the responsibility mechanism the guarantee.The latter two are the necessary conditions for the effective realization of grassroots representation right.Meanwhile,the proper treatment of group differences,inherent exclusion,and negotiation accountability are the core issues for deepening the effective realization of grassroots representation right.The Zeguo Town Democratic Conference is a valuable exploration of the mechanism for effectively realizing the representation right.It is also valuable for the development of Western negotiation system theory,and a response to the Western prejudice against China’s"negotiation authoritarianism."
