摘  要:随着“一带一路”国际合作的不断推进,人力资源本土化管理已经成为我国施工企业进军海外市场的必然选择。然而,我国海外承包企业普遍面临复合型人才匮乏、人力资源成本高、跨文化管理难度大等困难,严重制约了企业海外市场的拓展。本文运用SWOT分析方法,比较分析了我国施工企业在非洲推行人力资源本土化战略的优势、劣势、机会和威胁,提出了拓宽人力资源招聘渠道、规范职业培训体系、不断提高中方管理人员的跨文化管理水平等相关政策建议。With the continuous development of international cooperation of"the Belt and Road",the localization management of human resources has become the inevitable choice for Chinese construction enterprises to enter the overseas market.However,Chinese overseas contracting enterprises generally face the difficulties such as lack of compound talents,high cost of human resources,and difficulty of cross-cultural management,which seriously restrict the development of overseas market.This paper uses SWOT analysis method to analyze the advantages,disadvantages,opportunities and threats of Chinese construction enterprises in implementing the strategy of human resource localization in Africa,puts forward some policy suggestions,such as broadening the channels of human resource recruitment,standardizing the system of vocational training,and improving the cross-cultural management level of Chinese managers.
