当全球数字生态遭遇霸权政治:5G市场谈判中的“华为冲突”

摘　　要：当美国政府以霸权政治和盟国体系来封杀一家信息技术企业———华为公司时,历史让两个重大冲突在今天的世界交织在一起:一个冲突是中美之间大国的竞争;另一个冲突就是建立兼容、开放、自由的数字生态还是建立割裂、封闭、阻断式数字生态之间的矛盾。未来是以多边主义和全球化特征来建构一个可靠的互通的数字生态,还是被国家边界和地缘盟国体系裹挟去构建一个相互割裂的数字生态,这是全球治理的一个重要问题。在这场围绕第五代移动通信(5G)技术的冲突中,受损害的是全球用户,延误的是全球各国的新一代移动互联网的布局,影响的是各地区数字经济的发展和联合国部分可持续发展目标的实现,受损的是良好的全球数字生态系统。因此中国政府除了要做本国企业的利益维护者外,还要举起维护“数字生态的兼容和开放”这面旗帜,去启动一个全球数字治理的新纪元。如果我们不能将与此相关的外交论述从中美技术冷战中转向维护未来数字生态的分水岭之争的话,那么中国和华为公司还将在相当长时间里处于被动局面。When the U.S.government used hegemony and the system of allies to block an ICT company,Huawei,two major conflicts intertwine in today’s world:one is the competition between China and the United States;and the other is the contradiction on the direction of digital ecosystem,a compatible,open,and free digital ecosystem or a fragmented,closed,and blocked one.In the future,whether to build a reliable and interoperable digital ecosystem based on multilateralism and globalization,or to build a divided digital ecosystem by national borders and geopolitics is an important issue of global governance.Current 5 G technology conflict will hurt global users’ interests,delay the deployment of the new generation of mobile network around the world,affect the development of the digital economy in various regions and the realization of some of the United Nations’ sustainable development goals and damage global digital ecosystem.Therefore,in addition to defending Chinese enterprises interests,the Chinese government also need to raise the banner of maintaining the "compatibility and openness of the digital ecosystem" to initiate a new era of the global digital governance.If we cannot shift the focus of the Huawei Confrontation from the Sino-U.S.technological Cold War to what kind of digital ecosystem is desirable,then China and Huawei will remain in a passive situation for a long time.
