摘  要:海洋命运共同体研究逐步由理念倡导、理论探讨过渡到实践建设,构建海洋命运共同体试验区是重要实践构想之一。将海洋命运共同体理念融入实践来建设海洋命运共同体试验区是一种积极的尝试和示范。海洋命运共同体试验区将坚持和平发展、合作共赢道路,通过城市间跨国合作自下而上地形成国家间合作纽带。作为实践海洋命运共同体的重要载体,海洋命运共同体试验区在前沿发展和示范先行上具有不可替代的作用,能有效推进跨区域海洋治理体系和蓝色伙伴关系的建设。以建设青岛海洋命运共同体试验区为例,可通过国际渔业合作、港口园区互通和城市共商共享三个路径来建设试验区,以推动构建海洋命运共同体。Researches on a maritime community of shared future have been gradually transitioning from the concept advocacy and theoretical discussion to the practical construction,and building pilot zones for a mar⁃itime community of shared future is one of the important practical ideas.Integrating the concept of a mari⁃time community of shared future into practice is an active attempt and demonstration.The pilot zone will ad⁃here to the path of peaceful development and win⁃win cooperation,and advance bottom⁃up cooperation ties through transnational city⁃to⁃city cooperation.The pilot zone will play an irreplaceable role in frontier devel⁃opment and demonstration as a crucial bridge to realize the function of a maritime community of shared fu⁃ture and effectively promote the construction of a cross⁃regional ocean governance system and blue partner⁃ship.Taking the building of the pilot zone for a maritime community of shared future in Qingdao as an exam⁃ple,this paper proposes three paths to promote a maritime community of shared future and pilot zone build⁃ing:international fishery cooperation,port logistics park connectivity,and urban consultation and shared benefits.
