摘　　要：“农家书屋”是一项社会主义新农村文化建设工程,在嵌入乡土社会过程中,由于较少关注结构和文化等因素导致农家书屋惠民政策面临结构性脱嵌和文化性脱嵌双重困境,其实质是农村社会发展不足而导致农家书屋政策供给和农村社会实情及农民实际需求的脱节,从而诱发制度及其变迁中的内卷化。破解农家书屋发展困局的关键在于发展农村社会,通过发展农村社会培育阅读主体实现经验再嵌入,发展图书服务系统完善借阅功能实现结构再嵌入以及发展公共精神场域激发阅读需求实现文化再嵌入,推动农村社会、图书服务体系以及主体需求共同发展,从而实现农家书屋提质增效与可持续性发展。"Rural Library"is a new socialist rural cultural construction project,in the process of embedding into the local society,due to less attention to structural and cultural factors,the policy of benefiting the people of Rural Library faces the dual dilemma of structural and cultural de-embedding,the essence of the problem is that the supply of Rural Library policy is out of line with the actual situation of rural society and the actual demand of farmers due to the insufficient development of rural society,so as to induce the involution of system and its change.The key to solving the dilemma of Rural Library development lies in the development of rural society.Through the development of rural society,cultivate the main body of reading,realize the re-embedding of experience,develop the library service system,improve the borrowing function,realize the structural re-embedding,and develop the public spiritual field to stimulate the reading demand and realize the cultural re-embedding,promote the common development of rural society,book service system and main body demand,so as to realize the improvement of quality,efficiency and sustainable development of Rural Library.
