摘　　要：作为基础性农村水利工程的小型农田水利工程,已经成为我国农业走上可持续发展道路的关键。对小型农田水利工程管理与建设进行研究,构建小型农田水利工程管理机制,具体措施包括完善人才的激励、培养与引进机制。努力吸收高校大学生进入基层以及对现有员工进行培训、完善小型农田水利工程的监管机制,构建一套监管工程项目管理组织的制度与体系、提升农民在管理中的参与程度、加强政府的扶持和引导、完善资金保障机制。小型农田水利工程建设机制的建设,具体措施包括加大小型农田水利工程建设投入力度、加强小型农田水利工程建设中的监督工作、打造高效的小型农田水利工程生态建设模式包括山区模式、平原模式、丘陵模式以及湖区模式。As a basic rural water conservancy project,small-scale farmland water conservancy project has become the key to the sustainable development of agriculture in China.Therefore,the study of the management and construction of small-scale farmland water conservancy project and construction of the management mechanism of small-scale farmland water conservancy project are launched.The specific measures raised include improving the incentive,training and introducing mechanism of talents.Efforts should be made to attract college students to the grass-roots level,offer trainings to the existing staff,improve the supervision mechanism of small-scale irrigation and water conservancy projects,build a supervising system of the management organization,enhance the participation of farmers in the management process,strengthen the support and guidance from governments,and improve the financial guarantee mechanism.As for the construction mechanism of small-scale farmland water conservancy projects,specific methods include increasing the investment in the small and medium-sized farmland water conservancy projects,strengthening the supervision in the construction of small-scale farmland water conservancy projects,and creating an efficient ecological construction model of small-scale farmland water conservancy projects,with mountain model,plain model,hilly model and lake area model.
