What Kind of Connotative Development Do We Need?The Choice of Academic Journals in Colleges and Universities Against the Background of“Double First-Class”Initiative

摘　　要：“双一流”建设的启动让日趋边缘化的高校学术期刊人看到了走出困境重回学术传播中心的机遇,但要抓住这个机遇却非易事。“世界一流”的目标意味着“双一流”建设必须对标国际学术,学术评价参照系的改变将不可避免,未走出国门的高校学术期刊很难为此作出直接贡献。高校期刊同仁们提出的仅限于一社一刊的窄化了的内涵式发展举措并不能改变这一现状,故有必要重新审视“双一流”建设与学术期刊的关系,重新界定高校学术期刊内涵式发展的含义,从高校学术期刊整体层面整合资源、调整结构、重建体系。随着“双一流”建设的推进,一方面,国际一流学术期刊体系之于确立学术话语权和评价话语权的重要性日渐显现,而中国缺乏体系化的国际一流学术期刊的弊端逐渐暴露;另一方面,单纯以计量的方式简单对标国际学术与破除“四唯”“五唯”和“SCI至上”的行动也不可避免地产生了紧张。破解之道在于重建专业化、规模化、体系化、国际化的学术期刊集群,因为这既是“双一流”建设不可或缺的基础,也是重建学术评价体系的逻辑起点。The starting of“Double First-Class”initiative makes the increasingly marginalized people working for university academic journal see the opportunity to get out of the predicament and return to the academic communication center,but it is not easy to seize this opportunity.The goal of“world-class”means that the construction of“double first-class”must be benchmarked against the international academic standards.The change of academic evaluation frame of reference will be inevitable.It is difficult for the academic journals of colleges and universities not going abroad to make a direct contribution to it.The narrow connotative development measures proposed by the colleagues of university journals can not change this situation.Therefore,it is necessary to re-examine the relationship between the construction of“double first-class”and academic journals,redefine the connotation of the development of academic journals,and integrate the resources,adjust the structure and rebuild the system from the overall level of academic journals.With the development of the“double first-class”initiative,on the one hand,the importance of the international first-class academic journal system for establishing the academic and evaluative discourse power is becoming more and more obvious,while the shortcomings of China's lack of systematized international first-class academic journals are gradually exposed;on the other hand,the tension between meeting the international academic standards simply by counting the number and eliminating the action of“four-only”,“five-only”and“SCI supremacy”will inevitably produce tension.The key to solve this problem is to rebuild the professional,large-scale,systematic and international clusters of academic journals,which is not only the indispensable foundation for the construction of“double first-class”,but also the logical starting point for the reconstruction of the academic evaluation system.
