摘　　要：新冠肺炎疫情治理是一场多主体、多需求的组织管理战役,也是一场跨部门、跨领域的人民战争。这场战役既要处理好人员防护与公共卫生之间的动态平衡,也要处理好公民权利与社会治理之间的动态平衡,还要处理好国家安全与恢复产能之间的动态平衡。钱学森的系统科学思想为中国打赢疫情防控攻坚战指明了方向,启示我们要加强顶层设计系统布局。文章从系统科学的视角对新冠肺炎疫情事件作出些探索性分析,助力抗击新冠肺炎疫情。The governance of the COVID-19 is a multi-subject,multi-demand organization and management battle,and a cross-departmental and cross-domain people's war.It is necessary to handle the dynamic balance between personnel protection and public health,the dynamic balance between civil rights and social governance,and the dynamic balance between national security and the restoration of production capacity.Qian Xuesen's systemic scientific thinking has pointed out the direction for us to win the battle of epidemic prevention and control,and inspired us to strengthen the top-level design system layout.This article will do some exploratory analysis of the COVID-19 from the perspective of system science to help fight the COVID-19.
