分化社会的协商他性  

On the Otherness of Consultation in a Divided Society

摘　　要：在转型社会中,稳定的、可预测性的社会秩序怎样才是可能的?除了法律的威慑与意识形态的教化,除了分工和共同体的整合功能之外,还有没有其他的整合路径?协商民主给出了肯定的回答。在充满矛盾和纠纷的社会转型期,要产生值得拥抱的协商他性,促进基于协商的社会团结与整合,除了协商过程中的程序正义外,还需要考虑到协商过程的差别对待,并且要创造适宜协商民主发展的、包括自由的文化背景、健全的公共领域、完善的程序设计在内的良好的政治生态。How to keep a stable and predictable social order in a transforming society?Are there any other means to integration other than resorting to the deterrence of law and ideological education,division of labor and the the community?Consultation democracy is an affirmative answer to it.To create an embracing otherness of consultation in a transforming society that is rife with conflicts and disputes,promote its solidarity and integration based on consultation,it is important to uphold justice in the procedure,and meanwhile duly give differential treatment in the process,foster a political ecosystem conducive to the development of consultative democracy,featuring free and open cultural background,sound public sphere and procedural design.
