摘　　要：自2020年7月7日起,长江中下游干流监利以下江段及两湖水位全线超警,防汛形势日趋严峻。为落实水利行业强监管总基调,督促地方做好堤防巡堤查险工作,保障流域防洪安全,长江水利委员会派出多个暗访组赴湖北、湖南、江西、安徽4省开展堤防巡堤查险暗访督查,有力促进了4省堤防巡堤查险工作。梳理了国家及地方巡堤查险规定,阐述了2020年长江中下游巡堤查险暗访督查工作实践,总结了堤防巡堤查险工作中的经验做法,分析了存在的主要问题并提出了建议。Since July 7th of 2020,the water levels of the Yangtze river in the downstream of Jianli station and two lakes of Dongting and Poyang had exceeded the warning level,and flood control went into urgent state.To implement the general guideline of strengthening water conservancy industry supervision and urge the local governments do a good job on embankment patrol inspections and danger discovery to ensure the flood control safety of the river basin,Changjiang Water Resources Commission sent out several teams to Hubei,Hunan,Jiangxi and Anhui provinces for secret inspection to check the performance of the embankment patrol surveillance and danger discovery.This paper reviews the national and local regulations on levee inspection,expounds on the practice of 2020’s inspections in the middle and lower reaches of the Yangtze River,summarizes the valuable experience and good practices during the inspections,analyzes the discovered problems and puts forward the corresponding suggestions.
