河长制管理的问题与对策及专业人才培养策略研究

摘　　要：“河长制”自诞生以来对解决我国当前严重的水环境污染和水生态破坏问题起到了重要的积极作用,但“河长制”作为一个新生事物并无成功经验可以套用。本文通过调查研究和理论分析,并结合国内相关研究成果,指出我国当前河湖水系“河长制”管理存在顶层设计仍有待完善、管理机构级别低、“河长制”考核在政府部门总绩效考核中占比较低、基础信息仍不全面等四个问题,并对此提出加强和完善“河长制”管理顶层设计、将“河长办”建成政府的直属职能机构、提升“河长制”考核在政府部门总绩效考核中的占比、完善河湖及流域监测体系等四项对策建议。同时针对当前“河长制”管理专业人才紧缺这一现实问题,指出应通过水资源与相关学科交叉来培养水资源与水环境综合性人才。研究成果对提升我国河湖水系“河长制”管理水平、改善河湖水系水环境和水生态质量具有参考价值。Since the"river chief system"was birth,it has played an important and positive role in solving the current serious problems of water environmental pollution and water ecological damage in China,but as a new thing,it has no successful experience to apply.Based on the investigation and theoretical analysis,combined with the relevant domestic research results,this paper points out that there are four problems in the current"river chief s ystem"management in China,s uch as t he t op-level design s till n eeds t o be improved,the management organization level is low,t he"river chief s ystem"assessment is r elatively low in t he t otal performance evaluation of government departments,and the basic information is still not comprehensive.There are four countermeasures and suggestions,such as managing the top-level design,building the"river chief off ice"into a functional organization directly under the government,improving the proportion of"river chief system"assessment in the total performance evaluation of government departments,and improving the monitoring system of rivers,lakes and basins.At the same time,in view of the current shortage of"river chief system"management professionals,it is pointed out that the comprehensive talents of water resources and water environment should be cultivated through the intersection of water resources and related disciplines.The research results have reference value for improving the management level of"river leader system"in China's River and lake water system,improving the water environment and water ecological quality of river and lake water system.
