摘　　要：海域使用论证是达到规范管理和科学、可持续用海目的的重要技术咨询工作,是用海审批的重要科学依据。本文对围填海历史遗留问题区用海项目海域使用论证进行初步探讨,具体分析了此类用海项目海域使用论证的特点和工作重点,主要包括项目用海必要性、用海面积合理性、海域开发利用的协调性和生态修复措施等,为能够不断完善正在和后续即将开展的此类建设项目海域使用论证提供参考。The demonstration of the use of sea areas is an important technical consultation work for the purpose of standardized management,scientif ic and sustainable use of sea areas,and an important scientific basis for the examination and approval of the use of sea areas.This paper makes a preliminary discussion on the demonstration of the use of sea areas in the reclamation areas with historical problems,and analyzes the characteristics and emphases of the demonstration of the use of sea areas.It mainly includes the necessity of using the sea area for the project,the rationality of using the sea area,the coordination of the development and util ization of the sea area and ecological restoration measures,etc.,providing references for the continuous improvement of the demonstration of the use of the sea area for the ongoing and subsequent construction projects of this kind.
