摘　　要：文章研究分析了环保产业园发展不同阶段的特征,采用单因素评价法、专家咨询法和模糊综合评价法等方法研究分析了科技人才政策、财税激励政策、金融政策、规范引导政策和配套服务政策等五类环保产业园创新创业促进政策在环保产业园发展的诞生阶段、成长阶段、成熟阶段和衰退阶段以及园区建设全过程的作用力情况,分析得出环保产业园区建设各阶段应优先出台的政策以及在园区创新创业全过程中作用突出的政策。This study analyzed the characteristics of environmental protection industrial parks in the different development stages.By using the methods of the mono-factor evaluation,the expert consultation and the fuzzy comprehensive evaluation,the effect of five policies performed in the initial,growth,mature and decline stages of the environmental protection industrial park development and the whole process of the park construction was studied.The policies included scientific and technological talents policy,fiscal and tax incentive policy,financial policy,normative guidance policy and supporting service policy.The priority policies in each stage of the park construction and the necessary policies in the whole process of the innovation and entrepreneurship were analyzed and obtained.
