青海强化水利工程运行管理工作的实践

摘　　要：“十三五”以来,青海省水利工程运行管理体制基本健全,制度体系基本建立,管理基础不断夯实,工程安全状况基本可控。针对存在的短板弱项研究提出“012”总体工作思路,即全省水库及工程存在问题做到零库存,新创建一批全国小型水库管理体制改革示范县,创建农区、牧区两类小型水利工程管理体制改革精品县。Since the 13th Five-Year Plan,operation and management system of water projects has been completed in Qinghai Province,with the perfection of institutional and management system and safeguarding of project safety.Concerning the existed shortcomings,the overall idea of creating a number of pilot counties at the national level and two types of excellent counties in agricultural and pastoral areas for the reform of small water projects management system is proposed,so as to solve the existing problems with reservoirs.
