中俄旅游合作的现实意义和突破路径

摘　　要：中俄旅游合作是落实我国“一带一路”倡议、建设中蒙俄经济走廊的重要抓手。中俄睦邻友好,两国都是人口大国、旅游大国,且都处在经济转型发展阶段,中俄旅游合作意义重大,前景广阔,但目前态势不甚理想。要在注重顶层设计与高层互动的基础上,加强地方推动和企业联动,通过点状突破、线上推进等方式提升中俄旅游合作的质量和效益。可采取资源入股、委托经营等方式共建兴凯湖旅游度假区;妥善解决开发开放与生态保护、旅游业发展与当地居民生产生活矛盾,避开复杂问题,建设好贝加尔湖国际旅游度假区;统筹推进旅游客源地和目的地的融合,努力打造北京-乌兰巴托-莫斯科自驾车旅游线、旅游带。Sino-Russian tourism cooperation is an important point in implementing China's"The Belt and Road"initiative and building the China-Mongolia-Russia economic corridor.China and Russia are good-neighborly and friendly countries.Both of them are large countries in populations and tourism,and are in the stage of economic transformation.Sino-Russian tourism cooperation is of great significance and broad prospects,but the current situation is not ideal.On the basis of focusing on top-level design and high-level interaction,we should strengthen local promotion and enterprise linkage,and improve the quality and efficiency of Sino-Russian tourism cooperation through point-by-point breakthrough and online promotion.We can co-build Lake Xingkai Tourist Resort by means of resources investment and entrustment;properly resolve the contradictions between development and opening up,ecological protection,tourism development and local residents'production and life,avoid complicated problems,and build the Lake Baikal International Tourism Resort;promote the integration of tourist destinations as a whole,and strive to build Beijing-Ulaanbaatar-Moscow self-driving tourist routes and tourist belts.
