完善农村合作医疗制度的财政思考

摘　　要：新农合实行17年来取得巨大成就,减轻了贫困地区广大农民的医疗负担,为其提供基本医疗保障。本文从分析我国农村合作医疗制度变迁过程中出现的财政支出责任不明、筹资渠道窄、资金运行风险大等问题和难点出发,通过借鉴其他国家农村医疗制度优秀经验,结合我国实际情况和具体做法提出财政资金筹集机制、资金分配机制、责任主体界定和资金监管等方面总体的政策优化建议,发掘更适应当今农村优先发展政策下农村医疗保障的改革思路。Great achievements have been made since the implementation of the new system 17 years ago,which has reduced the medical burden and provided medical security for farmers in poor areas.It can be seen that the operation of the new rural cooperative medical care system relies on financial support from the government.Based on the changes in China's rural cooperative medical care system,such problems as unknown fiscal expenditure responsibility,narrow financing channel,big capital operation risk are found.Referring the experience of other countries good rural medical system,combined with actual situation and specific practices in China financial fund raise mechanism,the following suggestions are presented:setting up capital allocation mechanism;defining the main responsibility and optimizing overall policy of fund regulation.
