摘　　要：工程建设项目中围标串标现象的存在,严重扰乱了招投标市场的正常秩序。从工程招投标领域围标串标特点入手,分析了工程建设项目围标串标现象背后的原因及产生的危害,并从法律法规、招投标人、评标专家以及行业监管部门等方面提出了针对性的对策措施。The existence of together-conspired bidding and contacting bid in engineering construction projects severely disrupted the normal order of biding market.This paper starts with the characteristics of practices in the field of engineering bidding,analyzes the cause and harm of together-conspired bidding and contacting bid in this field,and then proposes corresponding countermeasures in consideration of such factors as laws and regulations,tenderer and bidders,the bid evaluation experts,and the industry regulator as well.
