摘　　要：针对如何科学评价船闸运行保障能力,进行船闸运行保障的评价体系研究。围绕船闸运行保障能力评价,从管理机制、设备管理、通航保障、通航服务等核心因素展开,采用层次分析法、德尔菲法等方法,采取定性分析与定量计算相结合的研究手段,综合确定各评价指标及权重,建立船闸运行保障能力综合评价方法,并将该方法运用在国内某大型单级船闸,得出该船闸运行保障能力综合评价。结果表明,某大型单级船闸运行保障能力综合评价为优秀;该评价方法基本符合近年来船闸领域及管理单位实践经验,可推广应用。Given how to scientifically evaluate the operational supporting capacity of the locks,we study the evaluation system of the operational supporting of the locks.Focusing on the evaluation of the operational supporting capacity of the lock,starting from the core factors such as management mechanism,equipment management,navigation supporting and navigation service,we use the methods of hierarchical analysis,Delphi method,etc.,adopt the research means combining qualitative analysis with quantitative calculation,comprehensively determine the evaluation index and weight,establish the comprehensive evaluation method of the operational supporting capacity of the locks,and apply the method to a large single-stage lock in China to derive the comprehensive evaluation of the operational supporting capacity of the lock.The results show that the comprehensive evaluation of the operational supporting capacity of a large single-stage ship lock is excellent.The evaluation method basically conforms to the practical experience of ship lock field and management unit in recent years,and can be applied to similar projects.
