摘　　要：科学数据作为科研活动原始记录的重要组成部分,是推动国家科技创新和经济社会发展的战略性信息资源。维护科学数据的真实性、完整性、可用性对于保障科学研究顺利进行,加强科研诚信建设,以及促进科技信息资源再开发、再利用至关重要。文章分析了现阶段我国科学数据管理流程各环节存在的问题,设计出基于数据保全思想的科学数据全流程管理模式。该模式修正了原管理流程的不足,补全了缺失环节,弥补了档案部门在科学数据管理活动中的缺位,并将数据保全思想贯穿于科学数据管理的整个过程,有助于保护科学记忆、维护科研诚信,进一步促进科学数据开放和共享。As an important part of the original records of scientific research activities,scientific data is a strategic information resource to promote national scientific and technological innovation and economic and social development.Maintaining the authenticity,integrity and usability of scientific data is of great significance for ensuring the progress of scientific research,strengthening the construction of research integrity,and promoting the re-development and re-use of scientific and technological information resources.This paper analyzes the problems existing in the process of scientific data management in China at present,and designs a scientific data whole process management model based on the idea of data preservation.This mode corrects the shortage of the original management process,makes up the missing link and the absence of the archives in the scientific data management activities,and runs the idea of data preservation through the whole process of scientific data management.It helps to protect scientific memory,maintain research integrity,and further promote the opening and sharing of scientific data.
