德国农业农村数字化做法及进展

摘　　要：近年来德国对数字化工作的重视程度不断提高。在涉农数字化领域中,德国粮食和农业部致力于成为国家和国际层面农业部门的紧密合作伙伴,帮助设计数字化参数,塑造数字农业框架,致力于使农民、消费者和环境都能够从数字化催生的新机遇中平等受益,并减少潜在风险。德国粮食和农业部的农业农村数字化推进举措包括:配套政策资金,任命数字化专员加强数字化职能;持续完善数字化基础设施,扩大农村地区网络覆盖,通过土地数字化计划和智能农村计划来支持农村地区的数字化转型;促进数字化研究,开展数字化实验,并对过程和结果进行监控和评估;提供地理空间信息数据和气象数据,为利益相关者搭建能力网络,并组织召开技术会议;合作举办国际会议,推动建立国际粮食和农业数字理事会,并提议将数字理事会“秘书处”设在联合国粮食及农业组织(FAO),以增进数字化创新思想和经验的交流、向各国提供数字化建议,进而改善全球小农户对数字技术的获取。德国开展了很多农业农村数字化实践,种养殖管理效率得到了提高,信息技术和电子技术在农民的日常生活中发挥了重要作用。In recent years,Germany has continuously increased its emphasis on digitalization.In the field of agricultural digitalization,the German Ministry of Food and Agriculture(BMEL)is committed to be a close partner for the agricultural sector at national and international level,helping to design digital parameters and shaping the digital agricultural framework,making farmers,consumers and the environment can all benefit equally from opportunities of digitalization and reduce potential risks.BMEL takes several measures to promote the digitalization of agriculture and rural areas,such as supporting policy and funds,appointing a digital commissioner to strengthen the digital function;continuing improving the digital infrastructure,expanding infrastructure in rural areas,carrying out Land.Digital program and Smart Land Regionen project to speed up digital transformation in rural areas;promoting research and conducting digital trial fields,monitoring and evaluating processes and results;providing geo-data and meteorological data,establishing competence network on digital technologies and organizing technical conferences and bodies for stakeholders;promoting the establishment of the International Food and Agriculture Digital Council supported by Food and Agriculture Organization(FAO)to increase the exchange of digital innovation ideas and experiences,provide recommendations to countries,and improve the access of smallholder farmers to digital technology worldwide.German agriculture has been digitized in many respects,digital solutions have ensured more efficient planting and breeding management,and information technology and electronic technology have played an important role in farmers'daily lives.
