排污权交易政策对不同排污规模企业的影响研究——基于PSM—DID方法的研究

摘　　要：排污权交易试点政策是我国2007年实行的一项重要的市场化环境管理手段。客观评价其对试点地区不同排污规模企业减排与产出的影响,不仅对于该政策的实施和完善具有重要意义,而且能够对其他地区控制工业企业的污染排放以及工业经济的发展提供借鉴作用。本文首先在D-S垄断竞争框架下分析了排污权交易对地区减排与不同规模企业产出的影响;然后采用中国30个省份2006—2015年的面板数据,以排污权交易政策正式生效时间2010年为分界点,利用PSM-DID的方法检验排污权交易对试点地区污染减排的有效性,以及该政策对试点地区大型与小型工业企业产出的影响。本文发现,排污权交易政策有效减少了试点地区工业SO2排放,但是降低了试点地区工业GDP。从企业规模角度来看,该政策促进了试点地区大型工业企业的经济增长并降低了小型工业企业的经济增长,仅在大型工业企业提高了减排效率,实现了波特效应。本文的发现为中国在环境与经济协调发展方面提供了重要的借鉴意义。the pilot policy of emission trading is an important market-oriented environmental management method implemented in China in 2007.The objective evaluation of the implementation effect in the pilot areas is of great significance not only to the implementation and improvement of the pilot areas,but also to the control of environmental pollution in other areas.Firstly,this paper studies the impact of emission trading on regional emission reduction and output of different enterprises under the framework of d-s model.Then,the provincial panel data of 30 provinces in China from 2006 to 2015 were adopted to test the effectiveness of emission trading on pollution reduction in pilot areas and the impact of the policy on the output of large and small industrial enterprises in pilot areas by using the pm-did method,taking 2010 as the cut-off point when the emission trading policy officially took effect.This paper found that the emission trading policy effectively reduced the industrial SO2 emissions in the pilot areas,but reduced the industrial GDP in the pilot areas.From the perspective of enterprise scale,this policy promotes the economic growth of large industrial enterprises in pilot areas and reduces the economic growth of small industrial enterprises.Only large industrial enterprises improve the efficiency of emission reduction and realize the porter effect.The findings of this paper provide an important reference for China in the coordinated development of environment and economy.
