杭州市老旧小区综合改造提升资金筹措情况及问题分析

摘　　要：老旧小区改造是一项“百姓得实惠、企业得效益、政府得民心”的民生工程和发展工程。为做好此项工作,“钱从哪里来”尤为重要,杭州市坚持多元筹资,积极争取中央资金支持政策,市区财政资金给予一定的补助,建立健全政府与居民、社会力量合理共担机制。本文介绍了杭州市老旧小区综合改造提升工作进展、资金筹措情况和存在的问题,并提出了相关建议。The reconstruction of old residential area is a livelihood project and development project of"people get benefits,enterprises get efficiencies,government get people's support".In order to do this work well,"where does the money come from"is particularly important.Hangzhou adheres to multiple financing,actively strives for the central government's financial support policy,gives certain subsidies to the urban financial funds,and establishes and improves a reasonable sharing mechanism among the government,residents and social forces.This paper introduces the progress,financing situation and existing problems of comprehensive transformation and upgrading of old residential areas in Hangzhou,and puts forward relevant suggestions.
