2014—2019年泉州市“四品一械”投诉举报情况分析

摘　　要：目的分析2014—2019年泉州市“四品一械”投诉举报信息的总体情况,为今后更好地服务于市场监管执法工作提供参考。方法从接收情况、问题类型、地区分布和“诉转案”等方面进行对比分析。结果2014—2019年全市共接收“四品一械”投诉举报信息36423件,其中食品投诉举报信息最多,高达33219件,占接收总量的91.2%,医疗器械投诉举报信息最少,仅有247件,占0.7%。热线电话和信件是投诉举报信息接收的主要渠道。晋江市、石狮市和安溪县等地区为“四品一械”投诉举报高发地带。投诉举报的内容主要集中在无证无照、产品质量和标签标识不规范等问题。“四品一械”投诉举报转立案数在10%~14%之间,总体波动不大。讨论全市“四品一械”投诉举报信息接收量呈逐年上涨的趋势,监管形势不容乐观,应进一步改进工作方法,创新监管机制,切实守护人民群众“舌尖上的安全”。Objective To analyze the general situation of the complaint and reporting information of“4-Product&1-De⁃vice”in Quanzhou from 2014 to 2019,in order to provide reference for the better service of market supervision and law enforcement in the future.Methods The comparison was made in four aspects,including reception,type of problems,regional distribution and transfer of cases.Results From 2014 to 2019,the city received 36423 complaints and report⁃ing information of“4-Product&1-Device”,of which,the food complaints and reporting information was the most,up to 33219,accounting for 91.2%of the total received,and the medical device complaints and reporting information was the least,only 247,accounting for 0.7%.Hotline and letters were the main channels for receiving complaints and re⁃ports.Jinjiang City,Shishi City and Anxi County were areas with high incidence of complaints and reports.The content of“4-Product&1-Device”complaint mainly focused on the problems of no license,product quality and nonstandard la⁃bel.The number of complaints and reports transferred to file accounted for 10%~14%of the total,with little fluctua⁃tion.Conclusion The number of complaints and reports received by the city’s“4-Product&1-Device”is increasing year by year,and the form of supervision is not optimistic.It is suggested to further improve the working methods,innovate the supervision mechanism,and practically protect the“safety on the tongue”of the people.
