摘  要:控制性详细规划(控规)是城市规划管理和国有土地使用权依法供应的法定依据。然而,受控规的管理实施机制、编制技术理性,特别是经济社会发展的不确定性和动态性等的影响,修改控规以适应规划管理已是一项常态工作。该文简要介绍了控规修改的类型及其主要动因,并对相关城市的控规修改机制进行盘点,最后以重庆中心城区为例,分析了控规修改机制设计的实践与探索。重庆近年来立足规划编制管理实际,贯彻落实中央有关工作要求,统筹规划管理与技术论证工作,统筹申请、论证、审查、审批环节,探索建立"分类修改、分级审批、集中论证"的控规修改工作机制,提高了控规修改的质量与水平。Regulatory detailed planning(regulatory planning)is the legal basis for urban planning management and the law-based supply of the right to use state-owned land.Currently,due to the constraints of the management implementation mechanism and technical compilation rationality of regulatory planning,and particularly the uncertainty and dynamics of economic and social development,the revision of regulatory planning has become an important normalized work to meet the needs of planning management.This paper briefly introduced the types and the main motivations of regulatory planning revision while laying out the revision mechanisms of relevant cities,and based on the central urban area of Chongqing,analyzed the practice and exploration of the revision mechanism design for regulatory planning.Chongqing has in recent years,based on the planning and compilation management reality,implemented the relevant work requirements of the central government,coordinated the planning management and technical demonstration work,arranged the four links of application,demonstration,review and approval,explored and established the regulatory planning revision working mechanism of"classified revision,hierarchical approval and centralized demonstration",constantly improving the efficiency and quality of regulatory planning revision.
