乡村振兴战略下农民工回流及应对研究

摘　　要：在乡村振兴战略背景下,回流农民工呈持续增加趋势,农民工回流也呈现出不同的类型和状态。按回流时间分为永久性回流和暂时性回流,按回流意愿分为主动回流和被动回流,按回流后的职业分为回流务农和回流务工。影响农民工回流的因素多样复杂,其中流出地推力和流入地拉力是两个最主要因素。乡村振兴战略背景下,要充分认清并重视农民工回流的积极影响,通过培育回流农民工的主人翁意识、鼓励支持回流农民工创业、保障回流农民工基本权益、增强回流农民工对乡村社会的认同感等途径应对农民工回流问题,助力乡村振兴和全面建成小康社会。under the background of Rural Revitalization Strategy,the return of migrant workers is increasing,and the return of migrant workers also presents different types and states.According to the return time,it can be divided into permanent return and temporary return,active return and passive return according to the return intention,and return farming and return working according to the occupation after return.There are various and complex factors affecting the return of migrant workers,among which the outflow thrust and inflow pull are the two most important factors.Under the background of Rural Revitalization Strategy,we should fully recognize and pay attention to the positive impact of the return of migrant workers.We should cultivate the sense of ownership of the return of migrant workers,encourage and support the return of migrant workers to start their own businesses,protect the basic rights and interests of the return of migrant workers,and enhance the recognition of the return of migrant workers to the rural society,so as to help rural revitalization and build a well-off society in an all-round way.
