空间正义视角下的邻避设施选址影响因素研究——基于24个案例的多值集定性比较分析

摘　　要：我国对邻避设施选址冲突的研究,主要聚焦公民权利、邻避过程、风险认知、补偿机制等某类因素探讨,基于空间正义视角的设施选址影响因素组合研究比较匮乏。从空间正义理论中提炼条件变量,运用多值集定性比较分析方法,对24个邻避设施选址案例开展研究发现,单因素变量均不足以单独促成邻避设施选址的公众态度;补偿机制并非在所有类型的邻避空间生产中都奏效,只有在污染型设施选址案例,且货币或复合型补偿在其他条件配合下才能影响公众态度;正向意义的公众参与、风险沟通与政府空间介入,对公众同意态度产生的解释力高于其他因素;符合目标正义、过程正义更易得到公众认可,但公众邻避态度的出现同其不具备因果关系的对称性等。上述研究对消解世界性邻避设施选址难题具有重要意义。Most studies on the influencing factors of NIMBY facility location in China focus on civil rights,NIMBY process,risk awareness,compensation mechanisms,etc.,while studies on influencing factors based on spatial justice,are still in a relatively deficient scarce.This study extracts conditional variables from the theoretical framework of space justice,uses the multi-value set qualitative comparative analysis method(mv-QCA)to investigate and study the cases of 24 NIMBY facilities site selection conflicts,and discusses the combination paths of spatial influencing factors of NIMBY facilities.The results show that single-factor variables are insufficient in making public attitude towards the location of NIMBY facilities.The compensation mechanism cannot function in all types of NIMBY space.Only monetary or compound compensation could affect public attitude in the case of the location of the polluting NIMBY facilities.The positive meaning of"public participation","risk communication"and"government space intervention"combined have higher powerful in explaining than other factors combination to the different public attitude.It is more easily accepted by the public to conform to goal justice and process justice,but the emergence of public NIMBY attitudes does not have the symmetry of causation.
