天津困难村产业帮扶现状、问题及对策——以武清区产业帮扶项目为例

摘　　要：天津市武清区通过实施200个困难村产业帮扶项目,推进品牌强农,探讨产业帮扶带动模式,健全完善利益联结机制,让困难村和农民群众分享到了产业项目收益。调研发现,武清区困难村产业帮扶项目选择上多种业态综合尤其是特色农业产业项目开发选择上还需努力,同时存在现代农业园区带动作用不强、创新推动产业融合发展不足、农业实用技术人才缺乏等问题。据此提出激发经营主体活力,提升产业发展水平;强化资金政策支持,保障重点产业发展;强化科技人才支撑,提高产业竞争力等推动困难村产业发展的对策建议。Wuqing District in Tianjin,through the implementation of 200 industrial assistance projects in difficult villages,promotes the brand strong agriculture,explores the industrial assistance driving mode,and improves the interest connection mechanism,so that the difficult villages and farmers can share the benefits of industrial projects.The survey found that the selection of industrial assistance projects in the difficult villages of Wuqing district need to be integrated in various formats,especially in the development of characteristic agricultural industrial projects.At the same time,there were some problems,such as the weak driving role of modern agricultural parks,the insufficient development of innovation promoting industrial integration,and the lack of agricultural practical technical talents.Based on this,this paper put forward some countermeasures and suggestions to promote the development of industries in difficult villages,such as stimulating the vitality of business entities,improving the level of industrial development,strengthening the financial policy support,ensuring the development of key industries,strengthening the support of scientific and technological talents,and improving the industrial competitiveness.
