推进返乡创业与乡村振兴互动发展研究——以四川为例

摘　　要：农民工返乡创业为乡村振兴增强动力、创造条件、搭建平台、奠定基础和提供保障,乡村振兴将为其拓宽选择领域、提供资源支持和优化外部环境,两者之间存在紧密相关的互动机理。返乡创业是乡村振兴的重要构成,乡村振兴是其时代机遇,两者共同统一于实现"农业强、农村美、农民富"的伟大历史使命。从乡村振兴战略细化出返乡创业的促进措施正是推进两者互动发展的有效路径,包括优先优惠提供创业资源、多方面优化创业环境和多渠道帮扶创业主体。Returning home to start a business of rural migrant labors provides the power,conditions,platforms,foundations and guarantees for rural revitalization,which is to broaden choice areas,provide resource support and optimize the external environment for the former.There is a closely related interaction mechanism between them.Returning home to start a business is an important component of rural revitalization,which is its era opportunity.They are united in realizing the great historical mission of"strong agriculture,beautiful countryside and rich farmers".It was an effective way to promote the interactive development of the two to refine the promotion measures to the returning home to start a business from the Rural Revitalization Strategy,including preferential offer of entrepreneurial resources,multi-aspect optimization of entrepreneurial environment and multi-channel support for entrepreneurial subjects.
