长三角地区新冠肺炎疫情应急与产业政策响应--基于政策文本的词频分析

摘　　要：新冠肺炎疫情的暴发对抗风险能力较弱的中小微企业造成巨大的冲击,国家和地方层面均采取了一系列应急响应措施并出台产业政策保障企业安全复产。文章从时间、空间、措施3个维度,通过地理学时空分析与政策文本分析相结合的方法,分析疫情期间长三角地区各地产业政策响应及扩散特征。结果发现,在全国范围内,长三角地区在应急和复产阶段呈现自下而上式的急速响应,且表现出“短时、快速、点状共发”的扩散特征。对中小微企业的扶助手段方面,省级和地市级复工复产的惠企政策措施相似,借助金融、税收、补贴等政策工具给予支持,但是,各地级市的产业政策较省级政策更加细化,在细分行业、专项补贴、员工保障等方面体现出地方政策柔性,反映出各地常态下的产业发展优势与特色。通过对政策文本的分析,总结长三角地区地方政府在应对大规模突发性公共卫生事件时的经验,以期为其他地区的政府公共管理提供经验借鉴。The outbreak of COVID-19 epidemic in the early 2020 caused huge impacts on small and medium-sized enterprises with little capability to undertake risks.The central and local governments adopted a series of emergency responses and issued industrial policies to ensure the safe resumption of production.This paper analyzed the timeliness and diffusion of industrial policies during the epidemicin the Yangtze River Delta Region,based on geographic time-space analysis and policy text analysis.The article found that the Yangtze River Delta Region presented a bottom-up rapid response in both the emergency and resumption phases,with a sharp,short-term,point-like burst of diffusion.In terms of smalland medium-sized enterprises,provincial and municipal policies for work resumption are similar,andfocused on the provision of tax reduction and exemption,low-interest-rate debit and credit,subsidies andother forms.Municipal industrial policies had more detailed than the provincial policies,in the sub-sectors,special subsidies,staff protection and other countermeasures showed the flexibility of policy making atthe municipal level,which also reflects local industrial advantages and characteristics under a normalcondition.According to the policy text analysis,this article summarized public governance in the Yangtze River Delta Region in the case of large-scale public health emergencies as an experience for other regions.
