摘  要:新基建时代,信息基础设施建设地位作用日趋凸显。但是,很多单位建设管理过于粗放,相关项目改扩建预算无合理支撑依据,存在预算不合理、经费投放不科学、计费表现不直观以及不能直接反映成本与效益的关系等问题。基于此,建立某单位各部门和信息系统的信息基础设施云资源分配与使用效益的虚拟化计费模型,分析各维度的计费与价值贡献,给出基于云资源的产品定价方法,探索按业务部门和信息系统的云资源虚拟化计费,以内部结算形式反映系统运行效益,以资源实际使用率反映预算申报健康度,从而为信息基础设施建设运营提供数据参考。In the era of new infrastructure construction,the role of information infrastructure construction is becoming increasingly prominent.However,many units have too extensive management of information infrastructure construction.A large number of information infrastructure project reconstruction and expansion budget has no reasonable support basis.There are problems such as unreasonable budgets,unscientific funding,unintuitive billing performance,and failure to directly reflect the relationship between costs and benefits.Based on this,this paper establishes a virtual billing model of information infrastructure cloud resource allocation and use efficiency of each department and information system of a certain unit,analyzes the billing and value contribution of each dimension,gives the product pricing method based on the information infrastructure cloud resources,and gradually explores the virtualization billing of information infrastructure cloud resources according to business departments and information systems.It reflects the operating benefits of the system in the form of internal settlement,and reflects the health of the budget declaration in the actual utilization rate of resources,thereby providing data reference for the construction and operation of information infrastructure.
