摘　　要：军事通信网络系统是由相互关联的通信网络和业务系统构成的复杂系统。针对军事通信网络系统效能评估问题,提出基于服务等级协定(Service Level Agreement,SLA)业务管理建模思想,结合模糊AHP层次分析法的军事通信网络系统效能评估模型,通过对总体效能、系统效能和关键指标的逐层分解,充分阐述军事通信网络系统效能评估要素构成。运用标度法、模糊一致性矩阵归一化、效用分数向量和影响因子向量的综合计算,合理确定评估指标体系中各类指标的权重、效用以及相互影响度。通过关键指标到系统效能,再到总体效能的递进计算模型,有效度量军事通信网络系统面向用户的保障能力。此外,结合通信网络系统实际保障数据,通过效能评估验证分析,证明了该评估模型的合理性和可行性。For the effectiveness evaluation of military communication network system,a comprehensive effectiveness evaluation model of military communication network system based on the SLA business management modeling idea,and the fuzzy AHP hierarchy analysis method is proposed.By decomposing the overall effectiveness,system effectiveness and key index,it fully reflects the components of military communication network system effectiveness evaluation elements.Using the comprehensive calculation of scale method,fuzzy consistency matrix normalization,utility fraction vector and influence factor vector,each index in the evaluation index system,such as weights,utility and interaction degree,is reasonably determined.The user-oriented support capability of military communication network system is effectively measured through the progressive calculation model from key index to system effectiveness and then to the overall effectiveness.Through effectiveness evaluation analyzing with the communication networks operation data,the evaluation model proves to be reasonable and feasible.
