浅谈以法治精神推进城市水电工程建设的项目管理实践

摘　　要：深圳抽水蓄能电站作为建设在超大型城市中心的水电项目,政府监管力度异常严格。为此,深圳蓄能发电有限公司对如何突破水电工程项目建设管理的惯性思维,运用法治思维推进项目建设管理,有效规避政策和合同风险进行探讨,并对法治精神在深圳抽水蓄能电站建设项目管理的实践成效进行总结,可供其他同类项目参考。As a hydropower project built in the heart of a metropolis,the construction of Shenzhen Pumped-storage Power Station is extremely strictly regulated by the government.To this end,Shenzhen Pumped Storage Power Co.,Ltd.explores how to break the inertial thinking of hydropower project construction management,use the rule of law thinking to promote project construction management,and effectively avoid policy and contract risks,and the practical effect of applying the spirit of rule of law in the construction of Shenzhen Pumped-storage Power Station is summarized for providing references for other similar projects.
