摘  要:深圳抽水蓄能电站因工程建设本身及特殊的地理位置,安全管理难度较大。通过应用中国南方电网公司安全生产风险管理体系,基于管理目标,利用事故致因模型,有效辨识风险;根据风险等级,输出管控策略,合理分配管控资源;利用风险控制层次理论开展管理,将风险管控措施通过“四步法”落实到现场施工安全管控中;同时,通过系统管理,持续改进管理水平。电站安全管理绩效良好,未发生一般级以上事故,是安全生产风险管理体系在大型水电基建建设项目中一次成功应用。The safety management of Shenzhen Pumped-storage Power Station is relatively difficult because of its special geographical location and construction conditions.By applying safety operation and risk management system established by China Southern Power Grid,the risks of station are effectively identified based on the management objectives and by using accident-causing model.According to risk level,the control strategies are deployed and the resources are appropriately allocated.By using risk management hierarchy theory,the risk control measures are put into effect in on-site constructions through“Four-step method”.At the same time,the management level is continuously improved through system management.As a result,the station has maintained a better safety production condition and no accident is happened during the whole construction period,which is a successful application of the safety operation and risk management system in large-scale hydropower infrastructure construction project.
