摘　　要：结合“十四五”时期北京市节能工作面临的形势,提出用能预算化管理机制,阐述推动能源消费总量精细管控和科学配置的具体实施路径,设计弹性管理机制。探讨用能预算化管理与现有节能管理制度的衔接及实施建议,以期充分发挥能源对经济增长的优化、对经济转型的倒逼作用,也为北京市“十四五”时期节能管理提供参考。Combined with the situation of energy conservation in the capital during the 14th Five-Year Plan period,this paper puts forward the budget management mechanism of energy consumption,expounds the concrete implementation path to promote the fine control and scientific allocation of total energy consumption,and designs the flexible management mechanism.This paper discusses the connection and implementation suggestions between energy budget management and existing energy-saving management system,in order to give full play to the optimization of energy to economic growth and the backward role of economic transformation,and also provide useful reference for energy-saving management in Beijing during the 14th Five-Year Plan period.
