摘　　要：揭示当前国土空间分区分类管制的主要问题与转变目标,为其制度构建提供经验借鉴。通过研究我国台湾地区由都市、非都市的二元管理体系向全域空间管控的转变过程,总结归纳其土地使用分区管制的方式、总体框架及法律法规体系。发现我国台湾地区土地使用分区管制这一落实规划目标的基本工具贯穿始终,且分区分类体系完整,管制规则及法规体系已成型。基于相似的空间整合背景与国土空间总目标下,提出在全域空间上建立通则式的分区管制制度,结合国土空间规划现有的“五级三类”体系拟定了分区管制框架构想,并总结了整合路径的经验与差异性。This paper discusses the main problems and transformation objectives of the current classification control of territorial space,and provides insight for its system construction.Through studying the transformation process from the dual urban and non-urban management system to overall spatial control in Taiwan,the general framework and legal system of land-use zoning are summarized.It is found that land-use zoning in Taiwan is implemented as a basic tool to achieve planning goals,and the zoning classification system is complete.Moreover,a system of rules and regulations has been formed.Based on the similar background of spatial integration and the general goal of territorial space,it is suggested that a general zoning system is established for global space,and a framework is conceptualized by combining the existing"three-types in five-level"spatial planning system.Finally,the paper concludes by discussing experiences and different pathways toward integration.
