生态清洁小流域建设实践与思考——以北京市延庆区东龙湾小流域为例

摘　　要：在生态清洁小流域建设实践过程中,如何从源头、末端、微观领域对流域范围内水土资源积极保护、合理配置与利用,将人类活动控制在生态系统承载能力之内是基层水土保护工作的一个重要课题。基于这一目的,通过对北京市延庆区东龙湾生态清洁小流域建设这一案例的回顾与考察,总结项目成功经验与不足,为生态清洁小流域建设实践提供借鉴:必须坚持“绿水青山就是金山银山”理念,注重生态和民生双赢;必须坚持多规合一和末端管理,整合各类工程项目,实现同步治理、综合治理;必须坚持群众参与,激活群众热情,同步发挥市场作用,确保高效治理、长效治理。这一研究对于指导清洁小流域建设有重大借鉴意义。The construction of ecological and clean small-watersheds is of great significance for constructing the life community of"mountains,rivers,forests,fields,lakes and grasses"and realizing the coordinated and synchronized development of population,resources and environment.In the practice of small-watershed construction,how to protect water and soil resources within the watershed from the source,end and micro fields,rationally allocate and utilize water and soil resources,and control human activities within the carrying capacity of the ecosystem is an important subject of grassroots water and soil protection work.Based on the review and investigation of the case of Donglongwan ecological and clean watershed construction in Yanqing District of Beijing,the successful experience and deficiencies of the project were summarized to provide reference for the practice of ecological and clean small-watersheds construction.We must adhere to the concept of"Lucid waters and lush mountains are invaluable assets"and pay attention to the win-win situation of ecology and peopled livelihood;We must adhere to the integration of multiple plans and terminal management,integrate various engineering projects,and realize synchronous and comprehensive governance;We must continue to engage the masses,arouse their enthusiasm,give full play to the role of the market,and ensure efficient and long-term governance.
