医改10年我国西部农村卫生资源配置状况分析

摘　　要：目的:分析医改10年我国西部农村卫生资源配置的变化情况,为相关的学术研究和政策分析提供参考。方法:使用卫生资源密度指数和基尼系数量化资源配置的合理性和公平性。结果:西部农村卫生机构从188041个增加到197461个,卫生人员从354104人增加到405340人,各地区有增有减;西部农村医疗机构密度由0.160增加到0.184,卫生人员密度由0.301增加到0.378,排名前5位的地区是广西、重庆、陕西、贵州、四川;基尼系数最高为0.8945,最低为0.7976。结论:我国西部农村卫生资源总量不足,人力资源匮乏,卫生资源密度很低;10年间变化趋势上存在"大同小异"现象;卫生资源配置地区间差距大,整体处于高度不公平状态。Objective: To analyze the changes in the allocation of health resources in rural areas of western China during the decade of medical reform, so as to provide reference for relevant academic research and policy analysis. Methods: Using the health resource density index and Gini coefficient to quantify the rationality and equity of resource allocation. Results: The number of health institutions in the western rural areas increased from 188041 to 197461, and the number of health personnel increased from 354104 to 405340, with increases and decreases in various regions. The density of rural medical institutions in the west increased from 0.160 to 0.184, and the density of health personnel increased from 0.301 to 0.378, the top five regions were Guangxi, Chongqing, Shaanxi, Guizhou, and Sichuan. The highest Gini coefficient was 0.8945 and the lowest was 0.7976. Conclusion: The total amount of health resources in rural areas of western China is insufficient, human resources are scarce, and the density of health resources is low. There is a phenomenon of "similarities and small differences" in the changing trend during the ten years. There is a large gap in the allocation of health resources between regions, and the overall situation is highly unfair.
