摘　　要：铁路新线大规模建设带来了大量的站改施工作业,针对新线引入站改施工安全管理难点,总结其主要问题集中在施工准备、施工过程、关键环节控制、工程线管理、工程开通条件等方面;而主要原因包括施工人员缺乏经验、施工安全基础管理薄弱、施工组织管理不规范、施工技术风险研判不到位等。提出7项管控措施建议:加强站改施工准备工作、严格施工关键环节控制、强化施工过程管控、加强工程线管理、加强施工安全基础管理、严格技术资料管理、充分运用信用评价管理。Large-scale construction of new railways has brought a large number of stations rebuilding. During the construction, the safety management may confront new challenges. The paper summarizes major safety management issues, such as construction preparation, control of key procedures, engineering line management and the opening conditions, and explains main reasons to these issues including inexperience workers, weak construction safety foundation, non-standard organization and management, poor technical risk prognosis.Therefore, the paper puts forward seven improvement measures including strengthening construction preparation, controlling key links and work progress, strengthening management of the engineering line,construction safety foundation and technical data, and making full use of credit evaluation system.
