摘　　要：制造强国建设是社会主义现代化强国建设的重要支撑和牵引。中国制造强国建设包含战略先导产业的技术和市场领先、极端压力情形下的制造业运行安全以及高强度创新驱动发展三个维度。其中,实现战略先导产业领先是制造强国建设的核心,其战略要点是在构建全球技术共同体的基础上积极利用中国市场需求的独特性重新定义根技术和主导设计,为推动全球新兴技术突破贡献中国力量;产业链安全是制造强国建设的基础,其战略要点是根据“底线安全”原则培育基于次代技术的完整产业链,加快构建高效的产业链安全管理体系;高强度的创新驱动发展是制造强国建设的前提,其战略要点是构建“创新友好”的体制和政策环境,推动地方政府和企业竞争范式实现激励相容的转变。Building a powerful manufacturing country is an important support and traction for the construction of socialist modernization.The construction of China's manufacturing power should include three aspects:leading technology and market in strategic areas,safe operation of manufacturing industry under extreme pressure,and the construction of continuous high intensity innovation driven mechanism.The core of building a powerful manufacturing country is to take the lead in the strategic industries,the key point of which is to redefine the root technology and dominant design by taking advantage of the uniqueness of China's market demand,so as to contribute China's strength to promoting the breakthrough of global emerging technology.The industry safety is the foundation of building a powerful manufacturing country,the key point of which is to cultivate a complete industrial chain based on sub-generation technology according to the principle of"bottom line safety",and also build an effective management system of industry safety.Innovation driven development is the premise of building a powerful manufacturing country,the key point of which is to build an"innovation friendly"political and economic environment,and promote the transformation of competition paradigm of local governments and enterprises with incentive compatibility.
