中国特色社会主义制度的优势彰显及整体性建设研究

摘　　要：《中共中央关于坚持和完善中国特色社会主义制度、推进国家治理体系和治理能力现代化若干重大问题的决定》从13个方面阐述了中国特色社会主义制度的显著优势,同时提出了国家制度建设的“三步走”时间表,并相应从13个方面明确了制度体系建设和完善的方向。70多年来,中国共产党在艰辛探索中建立中国特色社会主义制度,在积极实践中丰富与发展中国特色社会主义制度,使制度体系更趋成熟,结构更加定型,形成了以根本制度、基本制度、重要制度为“四梁八柱”的中国特色社会主义制度体系,其整体优势在治理效能释放的过程中充分彰显。为推进中国特色社会主义制度建设的有序进行,逐步构建系统完备、科学规范、运行有效的制度体系,特对制度体系的逻辑建构、“中国之制”优势的坚定根基,以及制度建设的经验进行梳理和总结,探求使制度要素更富韧性、体系结构更趋稳定的有效途径。The Decision illustrates the significant advantages of the system of socialism with Chinese characteristics from 13 aspects.At the same time,it puts forward the“three steps”schedule of national system construction,and the direction of system construction and improvement from 13 aspects.In the past 70 years,the CPC has established the socialist system with Chinese characteristics through arduous exploration and enriched and developed the socialist system with Chinese characteristics through active practice.The institutional system has been more mature and the structure has been more stable.A socialist system with Chinese characteristics has been formed with the fundamental,basic and important systems as the“four beams and eight pillars”.Its overall advantages are fully demonstrated in the process of the release of governance efficiency.To clear up the logical construction of the system,explore the firm foundation of the formation of“Chinese system”advantages,summarize the experience of system construction,and explore an effective ways to make the system elements more flexible and the system structure more stable,so as to promote the orderly construction of the socialist system with Chinese characteristics,and gradually build a system that is complete,scientific,standardized and effective in operation.
